The firewall
- Money buys a labeled placement only. It never touches a pillar input.
- A withdrawn, disputed, or unverifiable license caps the total at 30.
- Confirmed unpaid player debt or a blacklisting zeroes the score.
- Bands follow the number: ranked at 65+, under watch below 35 or when capped, in review between.
- Listing order is evidence-weighted: placement = score × (0.7 + 0.3 × coverage). A score built on thin evidence sorts below an equal score built on measured evidence — a casino we know little about never out-places one we verified.
